Professor Dr Marie-Claire Cordonier Segger FRSC FRSA WIJA, PhD ad eundem (Cantab), DPhil (Oxon), MEM (Yale), BCL & LLB (McGill), BA Hons (Carl/UVic) is a world-leading scholar and jurist in the field of sustainable development law and governance, and a member of the LCIL for 30 years. She holds the Chair in Sustainable Development Law and Policy in the University of Cambridge as law fellow, director of studies, and Democratising Education for Global Sustainability and Justice (DemEd Global) programme director at Lucy Cavendish College. Her international law and policy research, lectures and partnerships focus on inter-actional principles and treaty regimes for sustainable development, including climate law and governance, biodiversity law and governance, natural resources stewardship, rights of indigenous peoples and future generations, also trade, investment and financial instruments advancing the UN Sustainable Development Goals.

As senior director of the Centre for International Sustainable Development Law (CISDL), founding president of the Sustainable Development Governance and Law Association (SDGLA), and vice-president of the International Law Association (ILA) of Canada, she also serves as executive secretary of the Climate Law and Governance Initiative for the UN Framework Convention on Climate Change (UNFCCC), and a chair of the Biodiversity Law and Governance Initiative for the Convention on Biological Diversity (CBD), advancing international communities of practice to strengthen and implement treaty regimes for the global Sustainable Development Goals (SDGs) 

Professor Cordonier Segger has published over 30 books and more than 180 papers in six languages, edits a series of volumes on implementing treaties for sustainable development with Cambridge University Press, and serves on editorial/academic boards of several law journals, as explained below. She chairs, together with Professor D Olawuyi, the ILA Committee on ILA Committee on the Contributions of International Law to the Global Sustainable Development Goals and the Post-2030 Agenda, having served as rapporteur, previously, of the ILA Committee on the Role of International Law in the Sustainable Management of Natural Resources for Development. She is also a member of the IUCN World Commission on Environmental Law, also a fellow of the Centre for Energy, Environment and Natural Resources Governance and the Bennett Institute for Public Policy at the University of Cambridge. She is also a fellow of the Balsillie School for International Affairs (BSIA), Adjunct Professor of International Law at the University of Victoria and the University of Waterloo in Canada, and member of the Oxford and Cambridge Club, among other commitments which include serving as chair and arbitrator in several trade and sustainable development accord advisory rosters and dispute settlement mechanisms, chair of several award and scholarship juries, and principal / expert jurist of CSG Ltd which provides counsel for sustainability and governance to for-purposes company boards.

She holds over 20 years of international treaty negotiations, executive and capacity-building experience spanning over 80 countries as senior advisor to UN treaty negotiations, international organizations and countries on implementing the Sustainable Development Goals. For instance, she has served as senior counsel to the UNFCCC Presidency and the Ramsar Convention on Wetlands, also as head of Division, then senior legal expert on sustainable development of the International Development Law Organization (IDLO) during the drafting of the Paris Agreement and the Sustainable Development Goals, and as a senior official in Canada’s Ministry of Environment and Climate Change. She helped found the UK-based Global Youth Council for Science, Law and Sustainability which she serves as chair of trustees, the Sustainable Development Solutions Network (SDSN) of Canada, and the global World Future Council in which she serves as councillor. In 2022, she was elected Fellow of the Royal Society of Canada in the Academy of Social Sciences, one of the country’s highest academic honours. She is also an elected Fellow of the Royal Society of the Arts in the UK, laureate of the prestigious HE Judge CG Weeramantry International Justice Award (WIJA), the Global Sustainability Leadership Award in the UK House of Lords, the Justitia Fundamentum Regnorum and a Leverhulme Trust Visiting Professorship of the University of Cambridge (2020-22), among other international honours.

Interests / Engagements

Trained in international law, public policy and sustainable development, Professor Cordonier Segger’s research focuses on the intersections of law, policy and governance related to climate change, biodiversity conservation, economic development and sustainability, with a focus on the interests of future generations and global justice. Building on her experience in the UN and other treaty negotiations and implementation systems, including stakeholder consultation and engagement, she focuses on how international law responds to global challenges on different levels. She combines doctrinal analysis and theory with empirical research in law, policy, governance, development and environmental studies disciplines. Her present research focuses on international law and policy on sustainable development including climate law and governance; biodiversity law and governance; sustainable development in global and regional trade, investment and financial treaties; natural resources stewardship; and Indigenous and future generations’ rights – interpreting and implementing intersecting inter-actional law and governance regimes.

In addition to her scholarship and expert publications, Professor Cordonier Segger founded and edited the Cambridge University Press series on Treaty Implementation for Sustainable Development and serves on the editorial or advisory boards of several law journals including the Cambridge International Law Journal, the Journal of Sustainable Development Law and Policy, and the Law and Development Review. She also chairs the International Law on Sustainable Development Partnership under the auspices of the United Nations Economic and Social Council (ECOSOC) and has held visiting professorships in several university law faculties including in Yale University, the University of Berne, the University of Montreal, and the University of Chile. Prof Cordonier Segger also provides capacity-building, legal advice and technical assistance to strengthen implementation of international treaties on sustainable development to the United Nations and through the UN and CISDL, to governments in Africa, Asia Pacific and the Americas. She speaks six languages, and divides her time between Cambridge, Canada and Switzerland.

She holds both a PhD ad eundem (University of Cambridge, Lucy Cavendish College), and also a DPhil in International Law (University of Oxford, Exeter College). She also holds an MEM (Yale University, full honours) with a specialisation in Law, Policy & Economics, a BCL and an LLB (McGill University, distinction); and a BA Hons (University of Victoria & Carleton University, top honours) with a specialisation in Interdisciplinary Studies.
